The name Pencar is derived from the Sylvin language, as Pencar was founded by Rust Tillard, who was culturaly Sylvin.
Climate
Pencar has a yearly average temperature of 16°C (60°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cold 5°C (41°F). Pencar receives an average of 160 cm/y (62 in/y) of precipitation, most of which comes in the form of rain during the fall. Pencar covers an area of nearly 4 km2 (1 mi2), and an average elevation of 3340 m (10958 ft) above sea level.
Overview
Pencar was founded durring the early 14th century in winter of the year 1331, by Rust Tillard. The establishment of Pencar suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.
Pencar was built using the conventions of Sylvin durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Pencar is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Pencar is buildings are arranged arrounded highly ordered system of restrictive flagstone streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. Pencar's millitarily questionable fortifications are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.
Right off the bat Pencar hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this town has come into quite a lot of wealth, and recently from the looks of things. The new wealth has created some worrying attitudes in many passers by, such that it’s clear new laws have recently been enacted and enforced with such extreme scrutiny the locals seem to be going about their day as if by clockwork.
Civic Infrastructure
Pencar has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Pencar.
Pencar has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Pencar has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Pencar has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Pencar's public wards, blessings, and other arcane systems.
Pencar has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Pencar has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Pencar's chapel was built using a different architectural style from the rest of the town. The style used is characterized by towering round arches, massive stone and brickwork, small windows, thick walls, and a propensity for housing art and sculpture depicting mythological scenes. The building's general shape would be a clever and ascetic combination of geometric shapes, which would be blended together by joining elements. The style's decorative features were largely internal rather than external and incorporated semicircular arches for windows, doors, and arcades; barrel or groin vaults to support the roof of the nave; massive piers and walls, with few windows, to contain the outward thrust of the vaults; side aisles with galleries above them..
In Pencar most nights are accompanied by colorful ribbons of light in the sky.
The Tanuki near Pencar are known to be more aggressive than normal.
Pencar's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves consuming a local narcotic to channel Abjuration energies of tier 1 via proclamations.
Economy

Pencar is cursed with recurrent spells of some troublesome disease. The affliction isn’t so fatal as to make living there impossible, but it adds suffering and expense to local lives. The plague might be the product of an ancient curse, the results of long lost toxic remains, or an unavoidable byproduct of whatever industry or purpose justifies the city. It’s probably not overly contagious, but visitors may be in some peril all the same.
Pencar is known for its unusual rock formations.

In time immemorial, reportedly some time during the early 2nd century a most peculiar disaster struck Pencar, causing great chunks of ice to fall from the sky. Pencar lost 218 people, 131 livestock, and 57 buildings in the disaster.. The ice rain is generally remembered as the Calamity Rain.
